4 years of undelivered packages

We've lived here for four years now.  The postal worker has come to our house ONCE a few years ago.  He rang the doorbell because he was ordered to apologize to us for failing to ever deliver packages.  Since then... he has not attempted to deliver any packages.  

We get notifications in the mail to head the post office.  

Every time we talk to a manager at the post office, they tell us that they'll talk to the postal worker about failing to deliver packages.  Four years of this.  

Four. Years.

Does anyone else have this experience?  What have you done?  What can we do?
