Chinese birthing houses

Is anything being done re: Arcadia hotels, in particular The Santa Anita Inn which is dominant in backroom housing, receiving visiting nurses and LOTS of money, up to 20 thousand for Chinese women who overstay their visas.  If travel, flying, is dangerous then using a boat, is this illogical? This really bothers me.  What about the hard-working Mexican people who don't have the money or luxury of living in a decent hotel.  This is so wrong and no one does anything about it.  Once again, this wonderful country rewards bad behavior.
