question: if two cars collide & neither one wants the Police called, because neither has a drivers' license, the MPD said they couldn't come make a report if the drivers requested not to~there was apparent damage to one car & the other car had a child in it.  Is it legal to drive w/o a license? i thought not, but then, shouldn't a report be made even if requested by both drivers not to? just wondering about our laws?
