City Council Defers Decision on Appointing Vacant Council Seat

The City Council will move forward without Larry Spicer until at least March after the City Council decided not to immediately fill former Councilman Clarence Shaw's vacant council seat.

The Monrovia City Council will operate with four members until at least March after the council decided not to immediately re-appoint Larry Spicer to the council after his appointment ended with the resignation of former Councilman Clarence Shaw.

The council decided to reconsider appointing someone to Shaw's seat at its regular meeting on March 5, which falls within the 60 day period the council has to appoint a replacement.

Shaw abruptly resigned his seat the day after the candidate filing period ended last week, effectively ending Spicer's tenure on the council. He can still be re-appointed later and stands to reclaim a seat in April if elections are held because he is one of two candidates running for two open seats.
