Monrovia City Council Approves Contract for Interim City Manager

The six-month agreement will pay Francis M. Delach $15,416 per month.

The employment of Francis M. Delach as Monrovia's interim city manager is official effective today.

The City Council Tuesday night voted 3-2 to approve the six-month employment agreement with Delach, who will take over for retiring City Manager Laurie Lile.

Councilmen Tom Adams and Alexander Blackburn voted no on the agreement.

"Although I have known Mr. Delach for years and I have always held his work in high regard, I think he is not the right person for the job at this time for Monrovia and my vote will be no," Adams said.

Delach formerly served as the city manager for Azusa and the executive director of the San Gabriel Valley Council of Governments.

Under the agreement with Monrovia, he will be paid a monthly salary of $15,416.

"This is comparable to the hourly rate paid to Ms. Lile," staff wrote in the report to council.

He also will receive a $450 car allowance.  Retirement, vacation, and other benefits are not included in the agreement, but Delach will get up to four administrative leave days and up to four sick days. 

Those days will not accrue or cash out, according to agreement.
